About the design

Plato asked the question: "Do actions become moral simply because they're dictated by God, or are they dictated by God because they are moral?" If a person is religious, they should ask themselves this question. The latter option seems pretty obviously correct.

If a person's God told them to do something completely immoral; say, for example, to kill their children just for the heck of it, it wouldn't be moral just because God said it. The faithful might say that their God would never do such a thing, because he/she is moral. That itself implies that morality is independent of God.

Morals and altruism are an inherent part of human evolution. Sure, some aspects of morality are ingrained in people by others, but a vast majority comes to a person without any outside programming. They're good because it's the right thing to do.

Are these shirts pro-atheism or anti-atheism?

They're pro-atheism; however, if you just want to buy this shirt because you feel that Atheists are worthless and good for nothing, feel free - I admit that the sentiment can be read either way.
